[PAF] Adding pictures to Paf4 database

I have been having a problem recently with adding pictures to my Paf 
4.0.4.18 database.  I have added them before and am able to add some now.  
But some of them, all B&W come thru looking like what I would describe as 
Static.  The bottom about 1/3 of the picture looks like black and white 
lines that appear to me like electric static might look.

The pictures appear just fine in the picture editing program.  Some of the 
pictures are ones I have scanned, some are ones I downloaded from a 
website.  Some of each type come into Paf just fine and others don't. The 
only thing I can figure out that they have in common is that they are B&W, 
however, not all of the B&W do this.

Has anyone had this experience or can anyone give me any advice?
