PAF 5 creates GEDCOM files using the UTF-8 character set.  Those three "extra" bytes at the beginning are what is called the Unicode Byte Order Mark and are required to tell the GEDCOM receiver that the file is in UTF-8 format.  If you strip them off, then the data in the rest of the file can be misinterpreted.  The end result is that your data may not be interpreted correctly.

Wouldn't their importance depend on what they are?  I've gotten some GEDs 
that had what appeared to be acid-white faces (if you remember DOS/basic 
programming) or an =| shaped do-dad.  

So far's I can tell, those are NOT ged standard chr$ strings.
