In PAF 4, when you first get the GEDCOM screen, and click on TempleReady the 
program defaults to partial, but you can click All and it will include all 
your records.  You don't have to go through the "select" process.  
This computer has PAF 4.04.16 and you need to have an approximate birthdate 
or enter "dead" in the death field or a death date.  A person with blank 
birthdate and death date fields will be considered as "living."

PAF 3 appears to want you to be more selective in what you enter.
