Mary Lou is right. Since I already had PAF 3.01 I missed that little detail.

Description

The latest update of Personal Ancestral File 3.01M was released on 28 June 
1999. If you have Personal Ancestral File 3.0 or 3.0M and would like the 
latest update, it is available free from this page. (To see which release of 
Personal Ancestral File you have, open the program on your computer and look 
at the date on the first screen.) To install the latest update on your 
computer:

Read the license agreement. 
After you accept the license agreement, you will be prompted to save a file 
called PAF301M.exe. Save this file on your computer's hard drive. This file 
is used to install the latest update of Personal Ancestral File. 
Open the file you saved on your computer and a screen will appear with a 
Setup button. 
Click on the Setup button to install Personal Ancestral File 3.01M.
