I don't know which version of PAF you have, but in versions 2.31 and 3.0, you
can create a Focus List of those locations missing counties (or any other piece
of data for that matter.)  In 2.31 there is a specific phrase that indicates you
want a field with no data (something like "no entry".)  The manual will give you
the exact phrasing you need to use.

I cannot remember how to do it in 3.0, but I am pretty sure it can be done.  By
the way, you cannot do the search on marriage location in 2.31.  I either did
these manually, or did it in 3.0.
