You should put the place and date at the time of the event.  Regardless of 
what it was years later, it wasn't that then <grin> and they probably didn't 
expect it to change.

This is where the FHC staff and the Ward Consultants and anyone else working 
with teaching/helping others do research....  need to help teach beginners 
and all others! that they need to use the date and place at the time of the 
event, and to teach them how to trace a county back through all the boundry 
changes.
